In flood prone areas like New Orleans the pilings would only need to be above expected flood levels, i.e., 12 feet, since New Orleans is only 12 ft below sea level. These homes could be built as low income homes with square footage approximating the homes lost when the levees broke. Cars could be parked under the structure in flood proof homes, but cars themselves become storm surge debris in coastal homes. They could be safely parked in similarly built concrete garages.
