As these recent events have shown hurricane and tsunami storm surges seem to wipe out 1st floors, whereas the higher structures above the storm surges are much less damaged.

However, an open first floor does not assure safety unless it is tall enough to be above the storm surge:

The Bayou Heron house is GONE! 

The wooden house on the above left was built on 12 foot high wooden pilings and survived the category 3 hurricane Dennis, but was completely washed away by the category 4 hurricane Katrina’s 20 foot storm surge that covered the roof, as were the 8 houses in the picture on the above right.

Few houses that withstood Hurricane Katrina survived intact. Walls of many homes were blown out, while pilings were destroyed or severely damaged. Three hundred homes were lost after Katrina. The local government depends on tax revenue from vacation homes for half its annual budget of $2 million. 

The wooden beach house on the left survived Katrina but was heavily damaged along with its pilings. The home on the right is leaning and has been damaged, but survived the category 4 hurricane. A category 5 hurricane would most likely have completely destroyed them both.

Our solution to the storm surge problem is to use extremely strong concrete pilings tall enough to be above any storm surge plus high tide, or 30+ feet. These pilings would be as deep below sea level as above (30 + 30 = 60+ ft) and be made with epoxy-coated steel and fiber reinforced concrete, tied together with pile-cap footings and upper floors for additional strength.
